116 Kingscote street numbers will be changed

Assistance will be provided to residents impact on by the changes.

The decision by the council will see 116 of the 1380 property assessments have their street numbers changed, equating to 8 per cent of the total properties.

Streets impacted on include Ayliffe Street, Centenary Avenue, Commercial Street, Cygnet Road, Dauncey Street, Drew Street, Esplanade, Flinders Avenue, Giles Street, Kingscote Terrace, Murray Street, Rawson Street, White Street and York Crescent. 

The latest public consultation for the review of street numbering in Kingscote ran for a month in April and a total of 17 submissions were received.

Councillors on Tuesday, June 12 were presented the report and acknowledged it had been a very contentious issue and would impact on ratepayers, residents, emergency services and Australia Post.

In acknowledging these impacts, the council said that it will be Land Services, Electoral Commission and various government agencies of the changes on behalf of the community, as it had done in Penneshaw and the other townships where street numbering had been implemented.

Cr Denholm acknowledged this assistance to the community based on his experience when changing his address during the Penneshaw implementation.

“I don’t think I’ve come across such a contentious issue but it’s something that has to be done as it’s in the best interest of the community,” Cr Peter Denholm said.

Cr Ken Liu said assistance should be made available to residents impacted on by the changes, including guidance on how to notify various authorities of the changes.

It was noted by the council administration that this assistance has already been provided to ratepayers and residents in other townships where street numbering had been implemented.

The recommendations approved are as follows:

  • 1. Street numbers for Ayliffe Street, Kingscote – be renumbered from #19 onwards, on the odd (west) side only. All other street numbers to remain the same.
  • 2. Street numbers for Centenary Avenue, Kingscote – be renumbered from #8 onwards, on the even (east) side only. All other street numbers to remain the same.
  • 3. Street numbers for Commercial Street, Kingscote – be renumbered on the even (north) side only. All street numbers on the odd (south) side to remain the same.
  • 4. Street numbers for Cygnet Road, Kingscote – be renumbered on the even (east) side only. All street numbers on the odd (west) side to remain the same.
  • 5. Street numbers for Dauncey Street, Kingscote – to keep the existing street numbers, with #48 to be changed to #49 on the odd (west) side.
  • 6. Street numbers for Drew Street, Kingscote – be renumbered on the even (north) side only. All street numbers on the odd (south) side to remain the same.
  • 7. Street numbers for Esplanade, Kingscote – be renumbered between #1 to #7 and from #41 onwards, with #42 being re-numbered to #43. All other street numbers to remain the same.

  • 13. Street numbers for White Street, Kingscote – all street numbers to be re-numbered, with odd numbers on the west side & even numbers on the east side.
  • 14. Street numbers for York Crescent, Kingscote – be renumbered from #10 onwards, on the even (north) side only. All other street numbers to remain the same. 

Previous action

The discussion on changing street numbers on KI began when the Rural and Urban Address Numbering Policy was adopted by Council in April 2013.

The council’s administration commenced the review of the street numbers within Kingscote to identify any anomalies to the policy.

Based on the initial proposed street numbers, of the 1,349 property assessments it is proposed 898 would have street numbers changed.

There were a total of 150 comments received by the council and a petition with 179 signatures strongly opposing the proposed street number changes.

Based on the comments/feedback received, the proposed street numbers were reviewed and a second lot of proposed street numbers were developed in March 2014, with 330 of the 1,350 property assessments having their street numbers being changed.

In June 2015 it was deemed by council administration the development of new street numbers for the remaining townships and coastal settlements take priority over the review of the Kingscote street numbers.

Therefore the review of Kingscote’s street numbers would be postponed until the other 10 townships/coastal settlements had street numbers finalised.
